In this Peer-to-Peer Learning, half-day webinar series, attendees heard directly from state leaders who have done work to improve alignment between the Workforce Innovation and Opportunity Act (WIOA) and RA. Attendees gained insight on promising practices to develop or modify state and local WIOA plans, programs, policies, and processes to increase the use of RA in supporting local employers and as a training strategy primarily for WIOA Title I Adult, Dislocated Worker, and Youth participants. The information that was shared in these sessions is helpful to state workforce and RA system leaders and staff, local workforce development board representatives and staff, American Job Center Operators, and workforce system stakeholders, including representatives from WIOA core and partner programs. The half-day webinar session included three, 30-minute presentations from select states that are moving the needle on system alignment, and a 60-minute facilitated breakout session where webinar attendees discussed challenges and explore solutions to increasing WIOA/RA system alignment. The Southeastern Employment and Training Association (SETA) provides professional growth opportunities for all workforce development partners. Center Subject Matter Expert Alan Dodkowitz presented “The Workforce and Registered Apprenticeship System: How Do We Connect the Two?”. This engaging workshop provided an overview of the key findings from the Center’s research highlighting the statistics uncovered regarding the intersection of Registered Apprenticeship and workforce systems. The workshop introduced the “Key Components of Workforce System Alignment with Registered Apprenticeship” tool and outlined practical methods for workforce boards and job centers to improve integration with RA programs. The presentation also included guidance on ensuring eligible participants are properly co-enrolled in both WIOA and apprenticeship programs and offers strategies for equipping Business Services Representatives to effectively conduct outreach to employers. Attendees gained actionable strategies to strengthen the alignment between workforce systems and RA programs, fostering long-term sustainability for these programs. |

This webinar provided technical assistance for Business Services Representatives, Workforce Board staff, and workforce system stakeholders to build an understanding of how to start the process of convening stakeholders to build Registered Apprenticeship programs. Technical tools and tips were provided to make convening stakeholders easy in order to increase the capacity of the workforce system to build and expand RA programs. |
