An Overview of Proposed Rulemaking 1205-AC13 National Apprenticeship System Enhancements

On December 14, 2023, the Department of Labor transmitted to the Office of the Federal Register a Notice of Proposed Rulemaking (NPRM) titled, “National Apprenticeship System Enhancements” (Regulatory Identifier Number 1205-AC13), which would update the regulations at 29 CFR part 29 addressing labor standards of apprenticeship and the governance of the National Apprenticeship System. The NPRM also proposes to make technical and conforming adjustments to the current text of 29 CFR part 30 (governing equal employment opportunity in apprenticeships) as appropriate. The Department of Labor issued this proposed rule to revise the regulation governing registered apprenticeship and the National Apprenticeship System in order to bolster the capacity of the National Apprenticeship System and to respond to evolving employer needs while ensuring that registered apprenticeships provide workers with equitable pathways to good jobs.

The Department of Labor’s Office of Apprenticeship will be hosting a webinar on Thursday, January 25, 2:00PM EST, as they present an overview of the NPRM itself, the NPRM process, and the process for submitting comments on the NPRM.

Gauging Registered Apprenticeship Alignment for Workforce Boards

The Center of Excellence will present on how workforce boards can take steps to align and level up their registered apprenticeship activities.

The Center created a draft tool designed primarily to provide local workforce boards with a gauge of potential “levels” of workforce and apprenticeship system alignment. This special session will walk through the individual levels, with a focus on how local boards have taken next steps to further incorporate registered apprenticeship as a workforce solution for local jobseekers and employers.

This special Office Hours session will walk through the individual levels, including indicators and next steps to further incorporate Registered Apprenticeship as a workforce solution for local jobseekers and employers. Demonstrated State Apprenticeship Leadership in 2020 Unified-Combined Plans, Part Three: Meet State Objectives: Moving the Needle on Apprenticeship Efforts

This webinar provides technical assistance for leaders in state apprenticeship efforts to hear promising practices on expanding apprenticeship found in the Center’s recent review of 2020 state plans. Part Three focuses on two key indicators: the inclusion of apprenticeship-specific strategies to meet state objectives and the establishment of apprenticeship-specific metrics to meet workforce needs.
